104 detainees remain with one year to go in Obama’s presidency. On Sunday White House Chief of Staff Denis McDonough revealed in an interview that Obama is preparing a plan to submit to Congress to close down the U.S. detainment facility in Guantanamo Bay for good, a promise he made in his 2008 campaign for the presidency. It is unclear whether the president with take executive action if Congress does not comply.
