Arizona Prison Rape Scandal: State pays $3m to victim, refuses to accept responsibility

In January 2014, a teacher giving a GED exam to 7 inmates was raped in an unguarded and unmonitored classroom.  Her attacker was quickly tried and given a life sentence.  For two years the state has blamed the victim and denied responsibility in putting her into an unusually risky situation with convicted sex offenders and failing to check on her.  How is it possible to pay $3 million to settle with the victim yet continue to admit no mistake, Arizona?  More at AZCentral.
