Bill Cosby’s arrest raises question: Should there be a statute of limitations on rape?

Rape is the most serious offense after murder, according to the FBI.  Yet the way it is handled in the 50 states varies widely, from no statute of limitations in some states to a mere six years in others.  As a national average, only 6% of the rapes reported in the U.S. end in a conviction.  Shouldn’t there be more tools available for women to seek justice?
